Expertise

Policy research, analysis and development
We work with our clients in preparing consensus policy statements, briefing papers, action memos, legislative testimony, policy and regulatory analyses, strategic plans, and more. In doing so we gather information from expert individuals and work with reviewers, advisors, boards, or contributors.

Selected examples of past work include researching and writing briefing documents and report language on a wide array of terrestrial and marine topics.

Project design, budgeting and management
We offer clients sound project design, budgeting and management services (e.g., hiring and supervising, recruiting and managing input of reviewers and advisors, editing and writing related documents, preparing performance and financial reports, etc.)

Representative examples of past projects include support to local watershed groups, evaluating the feasibility of an international indicators and environmental reporting initiative, and designing and implementing workshops for community leaders.

Board development
We often facilitate meetings, help to set agendas, write or gather background documents, handle scheduling and logistics, prepare minutes, and perform related tasks.

Past clients range from a governing board of an international organization, state-federal interagency working groups, and non-profit organizations.

Grant and proposal development
Mr. Keeley has written over $60 million in successful competitive, discretionary, and formula-based federal proposals from US and Canadian agencies as well as corporate and charitable foundation grants.

Past experience includes grants for ocean and coastal management, capital infrastructure, land acquisition, watershed group capacity building, habitat restoration, public outreach and education, new project seed funding, and technical information materials development.

Congressional outreach and governmental affairs
The Keeley Group is experienced in developing and pursuing Congressional appropriations and legislative outreach efforts, including targeting key members and committees, crafting succinct issue memos and talking points, securing face to face meetings, drafting federal legislation, and making scheduling arrangements to maximize effectiveness of Washington, D.C. visits.

Past experience includes work on annual appropriations bills, program reauthorization legislation and new authorizations relating to coastal and management, water quality, higher education and science/technology policy.
