David Keeley

Mr. Keeley has worked at the neighborhood, city, state, national and international level for 35 years in both the public and private sector. Highlights include:

Leadership and Board Management -- Senior leadership roles and responsibilities including Acting Director of the Maine State Planning Office (18-months); the Maine State Planner (9-years); Director of the Maine Coastal Management Program (12-years); Chairman and other leadership duties with the national governor's Coastal States Organization (14-years); gubernatorial representative on international, national and state boards and commissions; federal agency and White House appointments with security clearances to national advisory panels; chairman of municipal committees and President and Vice-president of two charitable foundations.

Science - Policy Integration -- Participated in initiatives of federal ocean research and management agencies; state representative to and advocate for the Regional Association for Research in the Gulf of Maine and the bi-national Gulf of Maine Program.

Organizational Management -- Twelve years of experience directing a $4 million/year state-federal program including development of annual priorities; creation of interagency annual work plans; negotiation of annual performance measures with federal officials; establishment of program evaluation and assessment procedures; oversight of a 13-member staff of scientists, lawyers, accountants and planners, and board development and training.

Strategic Planning -- Federal, state and non-profit vision and mission development, goals and objectives setting, creation of performance measures, allocating resources to achieve outcomes and setting assessment techniques.

Communication Skills -- Experience in drafting and presenting testimony to the Maine Legislature, federal agencies, international consortia and Congressional committees. Strong public speaking and writing skills.

Peer Recognition -- During his career several agencies and organizations have recognized his dedication, passion and excellence including serving as a National Science Foundation Fellow, EPA National Environmental Merit Winner, Excellence in State Government Management, and National Coastal Steward of the Year.
